Smart Pricing Table is interactive proposal software for agencies, firms & B2B companies

SEO Proposal Template

If you've ever had an SEO project stall or miss the mark, there's a good chance the proposal didn't set proper expectations.

This SEO proposal template walks through everything a winning proposal should cover. Whether you're optimizing a new website, managing a long-term content strategy, or running technical audits, a clear proposal should define deliverables, outline the SEO strategy, and spell out how results will be measured—so clients know exactly what to expect and why it matters.

What to include in an SEO proposal:

About us – Share your agency's background, SEO expertise, and success stories to build credibility
Scope of work – Break down services by area (e.g., keyword research, technical SEO, on-page optimization, link building, reporting)
Timeline – Outline the schedule for audits, content rollouts, backlink campaigns, and reporting checkpoints
Pricing table – Clearly show fees for each SEO service or monthly package, with add-ons like blog content or competitive audits
Payment terms – Define monthly billing, setup fees, and cancellation policies
Assumptions & exclusions – Clarify what's not included (e.g., content writing, dev work, paid tools access) to prevent misunderstandings

The Complete SEO Proposal Template

Most SEO proposal templates hand you an empty outline and leave the hard part to you. This one is already filled in. Every section below includes the scope language you can lift word for word, plus a real price range drawn from 2026 surveys of more than a thousand SEO providers. Copy the whole thing, swap in your client's details, and adjust the numbers to your market.

What to charge: 2026 SEO pricing benchmarks

The hardest part of writing an SEO proposal is not the structure, it is deciding what to put in the price column. These are the current market ranges and where each number comes from.

Engagement typeTypical priceWhere the number comes from
Local business (1 to 2 locations)$1,000 – $1,600 / moAhrefs' poll of 439 SEO providers puts the average local SEO retainer at $1,557 per month, against $3,474 for providers serving a worldwide market.Ahrefs, 439 providers
SMB or regional growth program$1,500 – $5,000 / moGoodFirms' 2026 survey of 300+ agencies found 48% price in this band, its largest single group. Ahrefs puts the all-provider average at $2,917 per month.GoodFirms, 300+ agenciesAhrefs
National or competitive campaign$5,000 – $10,000 / moSparkToro's 2025 survey of 376 digital agencies, 81% of which offer SEO, placed 31% in this band. This is also the tier the surveys disagree on most sharply, so read the note below before anchoring to it.SparkToro, 376 agencies
Enterprise and YMYL verticals$10,000+ / moSparkToro found 86% of agencies cap their typical retainer at or below $10,000, leaving roughly 14% above it. Legal, healthcare, finance and SaaS dominate the top tier.SparkToro, 376 agenciesGoodFirms
Hourly consulting$75 – $200 / hrAhrefs reports a $111 average across 439 providers, with 1 in 10 charging above $150 per hour. SE Ranking found 60% of agencies bill under $100.AhrefsSE Ranking, 260 agencies
One-off technical audit$1,500 – $5,000SE Ranking found 66% of agencies charge under $2,000 per project, and Ahrefs found 48.9% offer project pricing at all. Full site migrations are quoted well above this, routinely into five figures.SE RankingAhrefs
AI search optimization (GEO / AEO)~$900 / moNew for 2026. GoodFirms found agencies selling AI-search optimization as a separate line item average over $900 per month, and cite it as the top reason they raised prices.GoodFirms

These surveys disagree sharply, and you should know that before anchoring to any single number. Ahrefs' 439-provider poll puts the average agency retainer at $3,209 per month. SE Ranking's 260-agency survey found 64% charge under $1,000 and only 2% charge above $5,000, largely because 78% of its respondents were agencies with fewer than ten people. Sparktoro's panel, by contrast, put 31% of agencies in the $5,000 to $10,000 band. That spread reflects who each survey sampled more than any real market consensus, so price against your own cost to deliver and the market you actually compete in.

The template, section by section

1

Discovery & Planning

One-time

Establishes what you are solving before anyone talks about deliverables. Clients approve budgets faster when the opening section is about their goals rather than your service list.

Kickoff & Goal Alignment

A working session to document current organic performance, target markets, priority pages, and the business outcomes that define success. Produces the written goals every later section refers back to.

$500 – $1,500

Technical SEO Audit

A full crawl and manual review covering site architecture, indexation, Core Web Vitals, mobile usability, structured data, and redirect health. Delivered as a prioritized fix list with effort and impact scored.

$1,500 – $5,000

Keyword Research & Content Gap Analysis

Search demand mapped across the client's category, clustered by intent and matched to existing pages. Identifies which pages to optimize, which to consolidate, and which still need to be written.

$1,000 – $3,000

2

Foundation Build

One-time

The upfront work that has to happen before a retainer can compound. Separating it from the monthly fee is what stops clients from expecting month-one rankings.

On-Page Optimization (first 15 to 25 pages)

Rewriting title tags, meta descriptions, headings and body copy on the highest-value existing pages, plus internal linking so authority reaches the pages that need it most.

$1,500 – $4,000

Technical Fix Implementation

Executing the prioritized items from the audit: crawl and indexation errors, page speed, broken redirects, canonical conflicts, and schema markup. Scope by fix count, or by hours if development access is uncertain.

$1,000 – $3,000

Analytics, Search Console & Rank Tracking Setup

Configuring GA4, Search Console and rank tracking with conversion goals defined up front, so the first monthly report measures against a real baseline instead of a guess.

$300 – $800

3

Monthly Retainer

Recurring

The recurring core of the engagement. Roughly 78% of SEO providers bill this way, and it is what makes revenue predictable on both sides of the relationship.

Ongoing Technical & On-Page Maintenance

Monthly health checks for crawlability, speed and indexation, plus continued optimization of existing pages as rankings and search behavior shift.

$500 – $1,200 / mo

SEO Content Production

Researched, optimized articles targeting the clusters identified in discovery. Price per piece and state the monthly volume explicitly. Four articles a month is the common starting point.

$150 – $600 per article

Link Acquisition & Digital PR

Earned placements on relevant, authoritative sites. Quote a target range of placements rather than a guaranteed count, and name the quality standard you hold to.

$300 – $1,500 / mo

Local SEO & Google Business Profile

Profile optimization, citation consistency, review generation, and location page management. Include this only when the client serves a defined geography.

$300 – $800 / mo

Reporting & Monthly Strategy Call

A monthly report tied to the goals set in discovery, followed by a live call to agree next month's priorities. This is the line item clients cite most often when they renew.

$200 – $500 / mo

4

Optional Add-Ons

Client selects

Presenting extras as optional rather than bundling them raises average contract value without inflating your headline price. Let the client add them instead of negotiating them out.

AI Search Optimization (GEO / AEO)

Optimizing for AI Overviews, ChatGPT and other answer engines through entity markup, citation-friendly content formats, and tracking of AI-surface visibility. Newly standard in 2026 and priced separately by most agencies that offer it.

~$900 / mo

Pre-Purchased Consulting Hours

A block of hours the client can spend on ad hoc requests, training, or development support. Giving out-of-scope work a price is the simplest defense against scope creep.

$75 – $200 / hr

Site Migration or Replatform

URL mapping, redirect strategy, staging validation, and post-launch monitoring. Always quote this separately from the retainer, because migrations carry real downside risk.

$5,000 – $25,000

International or Multi-Language SEO

Hreflang implementation, market-specific keyword research, and localized content. Price per additional market rather than as a flat uplift.

$500 – $1,500 / mo

5

Terms, Assumptions & Exclusions

Payment terms
Monthly retainer billed in advance on the first of the month. One-time work invoiced 50% on signature and 50% on delivery. Net 15.
Minimum term
Three to six months. State it plainly, because SEO rarely shows meaningful movement sooner and a written exit clause protects both sides better than an unspoken expectation.
Results to expect
Early indicators such as impressions and average position typically move within 8 to 12 weeks. Traffic and conversion gains generally follow between months three and six. Never promise a specific ranking position.
Client responsibilities
CMS and analytics access, a single named approver for content, and a maximum turnaround time on reviews. Approval stalls are the most common reason a retainer underdelivers.
Explicitly excluded
Paid media spend, third-party tool licenses, development work beyond the quoted fix list, and content in any language outside the agreed scope.
Cancellation
Thirty days written notice after the minimum term. Work completed to date remains payable.

Every figure above is linked to the survey it came from, and each link goes to the organization that ran the survey rather than to an article summarizing it. Where the sources conflict, the conflict is shown rather than averaged away. Treat all of it as a starting point for your own pricing rather than a recommendation, and adjust for your market, your cost to deliver, and your positioning.

SEO Proposal — Frequently Asked Questions

What should an SEO proposal include?

A strong SEO proposal includes six core sections: an about/credibility section, a clear scope of work (keyword research, technical SEO, on-page optimization, link building, and reporting), a timeline with milestones, a pricing table broken out by service or monthly package, payment terms, and a list of assumptions and exclusions. The interactive example above shows each of these in a real, client-ready layout.

Is there a free SEO proposal template?

Yes. The full template is on this page, free and with nothing to sign up for. Every section is written out with copy-paste scope language and a real 2026 price range, and there's a button to copy the whole thing at once. If you'd rather send it as an interactive proposal with pricing options and e-signatures instead of pasting it into a document, the same template is available inside Smart Pricing Table on a 14-day trial.

How do you write an SEO proposal that wins clients?

Lead with the client's goals, not your services. Tie every line item in your scope of work back to an outcome (traffic, rankings, leads), make pricing easy to understand with clear monthly packages and optional add-ons, and set explicit expectations on timeline and what's excluded. Interactive proposals win more often because clients can explore packages and add-ons themselves before signing.

How much should you charge in an SEO proposal?

It depends heavily on the size of the provider and the client. Ahrefs, polling 439 SEO providers, found agencies average $3,209 per month, consultants $3,250 and freelancers $1,348, with local SEO averaging $1,557 and an average hourly rate of $111. GoodFirms found 48% of agencies price between $1,500 and $5,000 per month, its largest group. SE Ranking's survey of 260 mostly small agencies found the opposite skew, with 64% charging under $1,000. A newer 2026 line item is AI search optimization for AI Overviews and ChatGPT, which agencies price separately at roughly $900 per month. The benchmark table above breaks each tier down with the survey behind it, including where those surveys contradict each other.

What's the difference between an SEO proposal template and SEO proposal software?

A template gives you the structure and content of a winning proposal. SEO proposal software lets you build, customize, send, track, and get those proposals signed — with interactive pricing, reusable line items, and CRM sync. If you send proposals regularly, see our SEO proposal software page; if you just need a starting structure, this template is the place to begin.

How do you write an SEO proposal? (step by step)

1) Restate the client's goals and where they are today. 2) Lay out your scope of work by service area — technical SEO, on-page optimization, content, link building, and reporting. 3) Set a timeline with milestones. 4) Present pricing as a clear monthly retainer, a fixed project fee, or tiered packages with add-ons. 5) Add payment terms plus assumptions and exclusions. 6) Send it as an interactive proposal the client can explore and sign. The easiest way is to start from the free template above and fill in each step.

What should an on-page SEO proposal include?

An on-page SEO proposal should scope the specific pages and elements you'll optimize — title tags, meta descriptions, headings, internal linking, content updates, image alt text, and page-speed fixes — plus the keywords each page targets and how you'll measure improvement. In the template above, on-page SEO sits in the scope of work as its own line items, so clients can see exactly what's covered and what it costs.
